Given their functions, they are often referred to as the “Fourth Branch” of government. Agencies exist at all levels of government and have a lot of discretion in implementing and enforcing laws. Most businesses and individuals have contact with the government through agencies so it is incredibly important to understand how they work to be successful in business and avoid legal consequences.
